In 1993, TUDM has established an ‘ad hoc’ department in administering legal matters as well as its implementation in TUDM. This department is assigned to administer disciplinary matters at all levels in TUDM to ensure the disciplinary and criminal issues are resolved within the ambit of the Armed Forces Act 1972. However, members of Court Martial, officers and staffs including the prosecuting officers were randomly appointed from the units.
Thus, Jawatankuasa Penasihat Panglima Tentera Udara (JPPTU) in its 101st meeting on 7th August 2003, unanimously had approved the establishment of Legal Department as proposed by Lt Jen Dato’ Sri Wan Normazlan bin Che Jaafar TUDM, the 1st Director of Legal Department. The Legal Department is officiated in January 2004 at Kompleks Mahkamah TUDM in Pangkalan Udara Kuala Lumpur and officially launched on 13th Mac 2004 by the former PTU, YBhg Jen Dato' Sri Abdullah bin Ahmad TUDM.
